1.The optimal level is Y=-58 (leaving 6 blocks buffer above bedrock/lava lake level).
2.Suffers from air exposure reduction. It generates less next to open cave blocks, making strip mining at Y=-58 the best method.
3.Always mine diamond blocks using a Fortune III pickaxe to multiply drops.
